The following corrections be made to her late husband’s (decedent) DD Form 214, Report of Separation from Active Duty. a. Item 19, “Indochina or Korea Service Since August 5, 1954,” reflect “Yes.” (Administratively Corrected) b. Item 16, “Primary Specialty Number and Title,” be corrected to read “Aircrew Egress Systems Repairman, 42252.” 2. She receive a copy of her husband’s flight line badge and AF Form 899, Request and Authorization for Permanent Change of Station – Military. ________________________________________________________________ APPLICANT CONTENDS THAT: The decedent served in Thailand, which is considered Indochina. Additionally, his occupation in Udorn AFB, Thailand was “42252.” In support of her request, the applicant provides a copy of the decedent’s DD Form 214, AF Form 910, TSgt, SSgt, and Sgt Performance Report; Certificate of Death, and various other documents associated with her request. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The decedent served in the Regular Air Force from 24 Sep 1971 to 23 Jun 1977. His DD Form 214 reflects one year and one day of Foreign and/or Sea Service time. ? In a letter to the applicant dated 13 Jan 2014, AFPC/DPAPP determined that the decedent had boots on the ground Foreign Service time at Udron Air Base, Thailand. DPAPP requested the applicant’s DD Form 214 be corrected to reflect Indochina Service as “Yes.” ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIC recommends denial of the applicant’s request to change the decedent’s Primary Specialty Number and Title. DPSIC states that Air Force Specialty Code (AFSC) 42372 and the AFSC title (Aircrew Egress Systems Repairmen), captured on the decedent’s DD Form 214 were correct at the time of his 23 Jun 1977 separation. AFSC 42252 converted to 42352 effective 30 Apr 1976. The Military Personnel Data System output product Officer/Airman Separation Record dated 9 Jul 1977 from his National Personnel Records Center (NPRC) record indicates his duty AFSC as 44352, as captured on his DD 214. The complete DPSIC evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: On 14 Feb 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. We note the applicant requests copies of the decedent’s flight line badge and AF Form 899; however, the Board is not the custodian for the decedent’s master personnel records.
